Referee Committee
To develop and enforce policy standards that cover:

referee conduct and etiquette,

referee progression rating and ranking system,

referee evaluation system,

referee development programs,

referee selection system,

participatory budget and fiduciary responsibility.
Training Programs
Development plan intended to advance referees from local to international level:

cadenced seminars,

post event retrospective video sessions,

individual mentorship program,
-
individualized referee career development plan,

networking,
-
use of available resources from International Judo Federation (IJF).
Increase Participation
To create a new referee cadre:

assess the younger judo community for young referee candidates,

provide incentives to become a referee,

obtain commitments for participation and development,

secure an active pipeline of young referees,

develop a strategy to retain and provide sustainable development for these referees.
Education
Formal education program intended to equip referees in development with:
